Tip 1: WHA is supposed to be conducted in accordance with “Rules of Procedure” in “WHO BASIC DOCUMENTS”. WHA has Committees and a Plenary, which have individual rules.
Tip 2: The folloｗing is a Rule of the Committee.
Tip 3: The legal cousel’s logic is, as he says, based on the Rule 69 and Rule 72 of “Rules of Procedure”, but they are Plenary’s rules, not Commttees’.

① WHO（世界保健機構）の総会は World Health Assembly (WHA）と言い、総会（本会議）と A と B の２つの委員会から構成されています。
② WHA は、表向きには、「Rules of Procedure」に則り進行されることになっています。
③「Rules of Procedure」の規則は 総会と委員会で別々に定められています。
④ 重要な案件（例えば、国際保健規則（IHR）59条改定）は、実質的に A 委員会で決定を下し、総会と B 委員会は形式的なものです。
ヒント１：以下は、委員会の規則です。
ヒント２：法律顧問が定足数に関する論拠とするルール 69 及び ルール 72 は総会（本会議）の規則であって、委員会の規則ではありません。

① まず、議長が読み上げた数字では、定足数「92」に足りていない！
② 次に法律顧問が発表したのは「96」で、定足数に足りている !?
足りない分は「幽霊」か !?
③ 最後に法律顧問が言い直した定足数は「29」 !?
⇒ このロジックだと、「出席１＆賛成１」でも可決 !!! しかも、そのやり方が「WHOの慣例だ」と言い放つとは…… こんなデタラメ組織に牛耳られてたまるか !!!
